as posted on stratics On the UO U.Hall forum, Wilki (UO Online Community Rep) confirmed that rune library owners can now set their runebooks to anyone. Comment: Does anyone know since the last publish, is it safe to set my public library runebook access to anyone from owner only? Wilki: Yep!

Well.. Good to hear.. Not funny "hosting" a library with books the customers can't read.
